Mobility package accepted by the Council of the European Union

Travel Law Drive & Rest Periods

The Council today adopted by written procedure the mobility package, including the regulation on driving times and rest periods.

Together with the European Parliament, the Council had already agreed on a joint provisional text on 11 December 2019. The European Parliament must now formally approve this text in a second reading before it can be published in the Official Journal of the European Union.

In total, the mobility package comprises the following 3 legislative texts:

    Regulation on driving and rest periods, including the tachograph
    Directive concerning the posting of drivers in the road transport sector
    Regulation on access to the profession and market access

Both Regulations will enter into force 20 days after their publication in the Official Journal and the Directive will enter into force on the day following their publication. The regulation on driving times and rest periods will apply from the 20th day following its publication, with the exception of the specific periods for the tachograph. The Posting of Workers Directive and the Regulation on market access will not apply until 18 months after its entry into force.
