EU Commission: RDA appreciates proposal for revising the regulation on driving and rest periods

The European Parliament in Brussels and the European Council have to consent to the proposal for revision.

The RDA appreciates the proposal for the facilitation of the regulation on driving and rest periods for coach drivers, which was accepted by the European Commission on 31st May 2017.

According to Sandra van de Walle, head of the RDA office in Brussels, the new proposal will initially provide for a more flexible handling of rest periods. From now on, it shall be possible within a period of 4 weeks to take two shortened rest periods per week and the remaining rest periods at the end of the 4 weeks period, so that basically there will not be a shortened rest period.

The proposal is part of a first package of the road traffic initiative which was passed by the European Commission. Furthermore, this first part includes the following proposals: revision of the Euro-vignette Directive, European toll system, improved access to EU road transport, usage of rented vehicles in international traffic, improved implementation of social legislation and posting of workers as well as a revision of the tachograph Directive.

Moreover, the Commission presented the following documents in this context: consultation document concerning the Working Time Directive, innovation agenda, multimodal travel information within the scope of the ITS Directive, proposal for a registration and reporting system for lorries and coaches within the scope of the certification procedure of CO2 emissions of lorries and coaches, evaluation report of the Fuel Quality Directive as well as a follow-up of the revision of the Directive on Consumer Information concerning fuel savings and CO2 emissions of new vehicles.

Since implementation of the current Directive on driving and rest periods, the RDA has actively and continually insisted upon revising the directive in order to improve its effects on coach operators, coach drivers and consumers.

Benedikt Esser, RDA-President, notices, “We really appreciate this European Commission proposal. Coach operators will be able to respond better to customer demands and to adapt their offers accordingly without impairing road safety. The improved driving and rest periods will help coach drivers to use their breaks more flexibly and to spend their weekly rest periods at home with their families. We really hope that the European Parliament and the European Council will support the proposal.”
