Agreement on driving times and rest periods does not provide facilitation for coach travel

In the early morning hours of 12 December, the European Council and the European Parliament agreed on a provisional joint text for the revision of the Regulation on driving times and rest periods.

As already feared, improvements for coach travel have not been included in the text. Coaches have once again been equated with lorries, against their better judgment, despite the fact that the RDA and EACT have had many exchanges with the EU institutions over the past three years and have been receptive to the concerns of the coach travel industry.

There has been no deterioration for the coach industry, which means that the status quo remains intact. However, the Commission and Parliament had signalled on several occasions during the procedure that at least an extension of the 12-day rule to national transport could be possible, especially in view of the fact that the Commission had information that this extension would not have led to a reduction in road safety.

This provisional text now needs to be adopted by the plenary of the European Parliament and the European Council. It is expected to be published in the Official Journal of the European Union in April 2020 and to enter into force 18 months later.

The consolidated text will be available in the upcoming weeks.

RDA and EACT will work again on the planned Commission proposal on driving and rest times for coach drivers to ensure that drivers, their passengers and the industry as a whole are granted the flexibility they need.
