EU Mobility Package: EACT clarifies coach tourism concerns and preferences in Brussels

EACT (European Alliance for Coach Tourism) representatives Ms. Sandra van de Walle (RDA Brussels Office), Stephen Smith (EACT Chairman) and Kevin Traynor (CTTCI) met with members of the European Commission (EC) and European Parliament on 5th and 7th December 2017 in Brussels. The occasion for the meeting was the EC’s 2017 “Europe on the move” Mobility Package for a restructuring of the competitive, social and environmental protection regulatory aspects of road freight transport in the European Union.

The EACT federation representatives explained the preferences of the coach travel sector including key concerns such as coach driver’s hours, the 12-day rule, the posting of workers in the road transport sector, European fuel emissions regulations and the significance of the coach travel sector for tourism and economic competitiveness in Europe.

Careful emphasis was placed on explaining important differences between road freight transport and coach holiday travel – the key message being that “a coach is not a truck”. Coach and truck drivers cannot be equated in terms of rest period regulations. Coach drivers, for example, require a greater degree of flexibility dependent upon road traffic conditions – without diminishing road safety standards in any way.

EU representatives were open to EACT and RDA suggestions to expand the 12-day rule to national transport and to exempt coach drivers from EU posting of workers regulations since coach drivers on trips via several EU member states were not taking work from local drivers but were operating in a ‘closed system’.
